November 1, 2026 Breaking: Ukraine–Russia War Latest — Refinery Strikes vs. Grid Attacks as Abu Dhabi Talks Loom

Last updated: November 1, 2026, 07:00 (JST) / This article is built around Al Jazeera, cross-checked against reporting by CNN, Fox, BBC, AFP and Reuters and against official statements from Ukrainian, Russian, US and Iranian authorities. Japanese domestic media are excluded as sources.

Key Takeaways (3 Points)

1Russia kept hammering Ukraine's power grid, railways and cities from October 29 to 31, killing at least 27 civilians across six regions, including 15 at Dnipro railway station. A strike on critical infrastructure in Kyiv cut water and power to parts of the city early on October 31 (JST).

2Ukraine hit Russian refineries deep inside the country, in Novokuibyshevsk (Samara region) and Ufa (Bashkortostan), with drone waves Moscow put at more than 1,000. Kyiv denies a Wall Street Journal report that it agreed to pause refinery strikes.

3At the G20 foreign ministers' meeting in Atlanta, Secretary of State Marco Rubio said "I don't know if negotiated peace is achievable." Three-way talks in Abu Dhabi are expected in early November. Oil is well above $100: Brent (January 2027) at $113.43 and WTI (December 2026) at $104.12.

Breaking News Summary — November 1, 2026 (JST)

🟢 With a fifth winter of full-scale war approaching, the fight over energy is getting fiercer. Ukraine's Air Force said Russia launched 134 Shahed-type and decoy drones overnight into October 31, 72 of them jet-powered, and that 105 were downed or suppressed. During the day on October 31 (06:30–19:30 Kyiv time, 13:30–02:30 JST), another 168 strike drones and guided missiles were launched, and 124 were neutralized.

🟢 Ukraine's long-range campaign continued as well. Deputy Prime Minister Alexander Novak said three refineries and a gas-chemical complex were attacked on October 30 alone, and a fire broke out at the Bashneft-Novoil refinery in Ufa early on October 31. Russia's Defense Ministry said it downed 1,043 drones overnight into October 30.

🟢 On the diplomatic front, Russian Foreign Minister Sergei Lavrov attended the US-hosted G20 foreign ministers' meeting in Atlanta (October 30–31). The traditional family photo was cancelled after European ministers refused to pose with him.

🔵 Three things to watch over the next one to two weeks: the US midterm elections on November 3, the expected three-way talks in Abu Dhabi, and Iran and the Strait of Hormuz. The battlefield, diplomacy and oil markets are now closely linked.

Ukraine's Strikes on Russia (Drones and More)

🟢 Ukrainian defense firm Fire Point said its long-range drones struck the Novokuibyshevsk refinery in Samara region on October 30. The refinery is about 787 km from the border, according to the Institute for the Study of War (ISW), and has a capacity of 8.8 million tonnes a year, according to the independent Russian outlet Astra.

🟡 Novak said: "We had a brief pause, but today, attacks on refineries have resumed." He added that one company suffered minor damage with no effect on operations, and warned that the strikes could cut Russia's diesel exports (Izvestia).

🟢 Early on October 31, the Bashneft-Novoil refinery in Ufa caught fire. Astra said a catalytic reforming unit was likely burning, and local residents reported that two plants were hit at the same time (Interfax-Ukraine).

🟡 Russia's Defense Ministry said it downed 1,043 drones over 19 regions overnight into October 30 (TASS). Moscow Mayor Sergei Sobyanin said 862 drones headed for the Moscow region and 170 were intercepted on approach to the capital. Bryansk Governor Yegor Kovalchuk said drones dropped explosives on the grounds of three schools and 17 kindergartens.

🟢 Zelensky said an Iskander missile launcher was hit in Kursk region, and the Ukrainian Navy said Neptune missiles destroyed two Su-34 jets at Marinovka airfield in Volgograd region. Ukraine also said it has hit 1,039 Russian military boats and vessels so far this year.

🟡 The Wall Street Journal reported on October 29 that Ukraine had agreed to pause refinery strikes until after the US midterms. Ukrainian officials told the Kyiv Independent that no such agreement exists: "Jared suggested that we not hit refineries for 30 days," one said, adding, "Nobody had given such an order."

🔵 Kremlin aide Yuri Ushakov and spokesman Dmitry Peskov said the strikes defy Trump's request. ISW assesses this as an effort to drive a wedge between Kyiv and Washington. For Ukraine, refinery strikes are among its strongest levers, but they now have to be weighed against US sensitivity over fuel prices before the midterms.

Russia's Attacks on Ukraine and Civilian Life

🟢 October 29–30 was one of the deadliest days of the autumn. Euromaidan Press, compiling regional reports, counted at least 27 dead and more than 140 injured across six regions.

Location Killed Injured Details
Dnipro 15 11 hospitalized Jet drone hit the railway station. Over 350,000 customers lost power
Izium (Kharkiv) 5 14 Guided bombs hit a five-story building. Oct 31 declared a day of mourning
Kremenchuk (Poltava) 3 32 incl. 6 children Drone hit an apartment block
Bilenke (Zaporizhzhia) 2 23 region-wide Drone hit the village's only bus
Chernihiv 2 (two 15-year-old girls) 37 sought care Strike on the city center
Kyiv 1 1 Ballistic missiles on Oct 29. Eight apartment blocks damaged

🟢 In Kyiv, three drones hit a critical infrastructure facility on the evening of October 30. Mayor Vitali Klitschko said water was cut overnight on the left bank and in several districts, but "the water and sewage systems were working normally again" by morning.

🟢 In Dnipropetrovsk region, two DTEK energy sites were badly damaged and more than 200,000 customers remained without power. Kharkiv Governor Oleh Syniehubov reported 19 people injured in the region over one day, and a strike in Shostka killed one person and injured eight.

🟢 One bright spot: the local humanitarian ceasefire in occupied Oleshky held for more than 80 hours, according to Ukraine's ombudsman Dmytro Lubinets. He said everyone who wanted to leave was able to. Russia's ombudsman Yana Lantratova confirmed the truce held, and Peskov said the two officials "are gradually beginning to trust each other."

🔵 Zelensky said Russia hit key parts of the grid more than 30 times in the last two weeks of October. Strikes on power, water and rail aim at the foundations of daily life before winter, and the Oleshky truce, welcome as it is, remains a small exception.

President Zelensky and Kyiv

🟢 The US State Department approved a possible sale of 500 PAC-3 MSE Patriot interceptors worth about $2.1 billion. Canada, Germany and Norway are paying through the JUMPSTART mechanism, and Ukraine is using EU loan funds.

🟡 Zelensky welcomed the approval but said deliveries could take years to start, and asked for interceptors this winter. He said Russia fired 17 ballistic missiles in one night and "took no steps toward de-escalation in the energy sector." Another outlet put the number at 16.

🟢 Foreign Minister Andrii Sybiha requested an urgent UN Security Council meeting. Canada pledged €500 million to the EU's Ukraine Support Loan, after Norway's $9 billion for 2027 and the UK's record $13 billion pledge on October 28.

🟡 Ukraine's General Staff reported 173 combat clashes over the past day, with Russia using 255 guided bombs and 9,189 kamikaze drones. It also claimed 1,670 Russian casualties in a day. These are Kyiv's figures and cannot be independently verified.

🔵 ISW says Russia's main push is on the Huliaipole–Orikhiv axis, where it may have taken Charivne, while Ukraine has counterattacked near Kostiantynivka. Overall, Russia is still taking heavy losses for limited gains.

President Putin, Moscow and Inside Russia

🟢 Putin hosted the third Russia–Africa summit in Moscow on October 28–29. Twenty-one African leaders attended, adopting the Moscow Declaration and an action plan running to 2029. Putin said 85% of settlements with African countries are now in national currencies.

🟡 Putin said there would be "no winners" in a war between Russia and Europe if things go too far. He added that Russia does not want the Baltic Sea to resemble the Persian Gulf but is ready for such a turn, and called the negotiation initiative of Finland's Alexander Stubb and Norway's Jonas Gahr Støre "correct."

🟢 Peskov said on October 29 that Russia wants no temporary ceasefire, only a peace settlement. Separately, the independent newspaper Novaya Gazeta announced it will cease operations on November 9, saying the authorities' actions had "killed" it.

🔵 The Kremlin is using Africa to show it is not isolated, while speaking to Europe in the language of deterrence. At home, fuel worries caused by refinery strikes and tightening censorship are taking a toll.

NATO and Russian Pressure Beyond Ukraine

🟢 Al Jazeera reported on October 29 on a growing list of incidents blamed on Russia: fighter jets testing Polish, Lithuanian and Estonian airspace, drones downed over Poland, Finland and the Baltics, and, according to Ukraine, four cargo ships sunk by drones just outside Bulgaria's waters.

🟢 Germany formally blamed Russia on September 1 for the August drone attack at Leipzig/Halle airport. Interior Minister Alexander Dobrindt called Germany "a daily target of hybrid attacks." Russia denies involvement.

🟢 In Atlanta, the EU's foreign policy chief Kaja Kallas said Lavrov "put forward a lot of lies, a lot of false narratives." German Foreign Minister Johann Wadephul said "there is no normality with Russia." Lavrov denounced an "arrogant boycott" and called his brief talk with Rubio "decent" (AFP).

🔵 Hybrid operations aim at the grey zone between war and peace. Putin's Baltic remark is a warning about maritime pressure that Europe should take seriously.

Diplomacy: US Mediation and Trump's Social Media Posts

🟢 Trump told reporters on October 28 that "a meeting will take place soon" with Putin and Zelensky, and that "significant progress has been made." After envoy Steve Witkoff met Putin in St Petersburg on October 21, the Kremlin agreed to resume three-way talks, now expected in Abu Dhabi in early November.

🟢 Rubio struck a more cautious tone on October 31: "I don't know if negotiated peace is achievable in Ukraine, that's what we're trying to find out." On Lavrov, he told TASS that it is "always important that the United States and Russia have communications at some level."

🟡 Trump's Truth Social posts on October 31 that we could confirm focused on midterm endorsements. No new post on Ukraine or Russia was confirmed at the time of writing. On October 11 he had posted that both sides agreed to an energy ceasefire ("Both parties have agreed. Do not break it!"), but Russia struck Ukrainian energy sites within hours.

🟢 On Iran, Foreign Minister Abbas Araghchi told Al Jazeera that US outreach was "a positive step," but "we see no need to meet with the Americans at this stage." Rubio said Trump has not decided whether to resume military action.

🔵 With fuel prices a midterm issue, Washington's tolerance for Russian diesel and its unease over refinery strikes make sense. Kyiv's challenge is to back US mediation while keeping its long-range leverage.

Oil Prices and the Economic Impact

🟢 Oil jumped to six-month highs on October 30 (US time). The expiring December Brent contract settled at $117.64, so this article uses the next contract, January 2027, which settled at $113.43, up $2.63.

Benchmark (contract) Price/bbl Change Time (JST)
Brent, Jan 2027 (used here) $113.43 +$2.63 (+2.37%) Oct 31, ~04:30 settlement
Brent, Dec 2026 (expired Oct 30) $117.64 +$2.76 (+2.4%) Oct 31, ~04:30 (reference)
WTI, Dec 2026 $104.12 +$2.12 (+2.08%) Oct 31, ~03:30 settlement
October change Brent +13.6% / WTI +15.2% Fourth monthly gain Reuters
US Strategic Petroleum Reserve 282.6m barrels Lowest since Oct 1982 OilPrice.com

🟢 Figures were cross-checked against Reuters (via the Korea Times), OilPrice.com quotes (WTI $104.10, Brent $113.40) and FinanceFeeds' contract data. Both benchmarks are well above $100. Markets reopen on the morning of Monday, November 2 (JST). Prices move fast, so please recheck them at publication.

🟡 The main driver is the Middle East. UKMTO reported a tanker damaged by explosives in the Strait of Hormuz. Iran's Revolutionary Guards claimed tankers hit mines, which US Central Command rejected.

🔵 Ukraine's refinery strikes cut Russian fuel exports and push up product prices worldwide. Together with Middle East risk, this double supply worry is likely to keep crude high.

Other Notable Stories

🟢 The Court of Arbitration for Sport ordered the IIHF to allow Russian national teams back into competition. Canada's Foreign Minister Anita Anand strongly opposed the ruling.

🟢 Hungarian Prime Minister Peter Magyar offered sealed transit for Ukrainian grain heading to third countries. This would reverse the ban imposed under Viktor Orbán.

🟢 In Hamburg, the trial of Ukrainian national Serhii Kuznetsov over the Nord Stream sabotage has begun.
