Last updated: November 8, 2026 (JST) / This report is built around Al Jazeera, cross-checked against Reuters, the Associated Press, Euronews, the Kyiv Independent, Kyiv Post, Ukrinform, TASS and Rossiyskaya Gazeta, as well as official statements from Ukraine, Russia, the United States and Iran. Japanese domestic media were excluded from our sourcing.
🔵 How to read the credibility labels: 🟢 = confirmed by multiple sources / 🟡 = single source or an official claim by a party / 🔵 = editorial analysis. Labels appear at the start of each paragraph. Dates follow local reporting; where times are known, Japan Standard Time (JST) is given.
November 8, 2026 (Japan Time) Breaking News Summary
🟢 Russia launched a large-scale attack on energy facilities and bridges in and around Kyiv overnight. Ukraine's Air Force says the attack began around 01:00 JST on November 7; the first salvo of at least six ballistic missiles hit Kyiv shortly before 06:00 JST, followed by further waves around 08:00, 10:04 and 10:30 JST. Reuters reports at least two people killed and about a dozen wounded nationwide.
🟡 "In the strike tonight, there were 36 missiles approaching targets on a ballistic trajectory. Only four missiles could be neutralized," Zelensky wrote on Facebook after an emergency government meeting. He said preliminary forensic findings show KN-23 missiles "manufactured and supplied by North Korea" struck a key energy facility. The KN-23 has an estimated range of about 690 km and resembles Russia's Iskander-M.
🟢 The US-mediated talks between the United States, Ukraine and Russia are scheduled for November 10-11 in Abu Dhabi. Kremlin spokesman Dmitry Peskov said Russia's delegation will be led by presidential aide Vladimir Medinsky and include Deputy Foreign Ministers Sergei Ryabkov and Mikhail Galuzin, General Staff officer Yuri Zhigarlovsky and military intelligence chief Igor Kostyukov.
🔵 Our assessment: the strike looks designed as pre-talks pressure. Zelensky himself said it aims to weaken Ukraine's negotiating position. Hitting power, heating and transport at the onset of winter targets both Ukrainian society and its backers, while Russia's ground offensive has nearly stalled this year.

Ukraine's Strikes on Russia (Drones, Missiles)
🟢 Ukrainian drones hit Saratov region on the Volga overnight, according to Kyiv Post and TASS. Local outlet News.ru says the attack began around 02:49 local time (07:49 JST), with air defenses engaging over Engels, home to a strategic bomber base, and lasted over two hours. Governor Roman Busargin said civilian infrastructure was damaged and that "preliminarily, there are casualties."
🟡 The apparent target was Rosneft's Saratov refinery (about 7 million tonnes a year, roughly 140,000 barrels per day). Photos show columns of black smoke, but local authorities have not confirmed a hit. Saratov city head Igor Molchanov met residents of damaged homes and promised that "no one will be left without support," Rossiyskaya Gazeta reported.
🟡 Ukraine's General Staff said Neptune cruise missiles struck the Proton-Elektroteks plant in Oryol, which it says supplies parts for Kh-71 cruise missiles and Iskander-M systems, reporting direct hits and secondary detonations. Oryol Governor Andrei Klychkov acknowledged damage to manufacturing capacity after what he called a repelled missile attack.
🟡 Russia's defense ministry said it destroyed 411 Ukrainian fixed-wing drones over ten regions, Crimea and the Azov and Black Seas, without a regional breakdown. A night earlier, the Afipsky refinery in Krasnodar Krai caught fire, The Moscow Times reported.
🔵 Al Jazeera notes Ukraine hit eight Russian refineries in seven days. Beyond cutting export revenue, the campaign signals that the war carries costs for Russia as talks approach.
Russia's Attacks on Ukraine and Civilian Life
🟢 The Air Force said Russia fired Iskander-M, Zircon, KN-23 and repurposed S-400 missiles plus 172 drones (137 jet-powered). As of 16:00 JST, four missiles and 149 drones were downed or suppressed, with hits at 24 locations and debris at 10 more.
🟢 "The situation regarding the capital's energy supply is extremely difficult," Kyiv Mayor Vitali Klitschko wrote. The Northern Bridge over the Dnipro was damaged and closed both ways. A kindergarten building in Solomianskyi district was destroyed and apartment blocks damaged. Zelensky said substations linking the Rivne and Khmelnytskyi nuclear plants to Kyiv were hit, as well as substations in Vinnytsia, Zhytomyr, Rivne, Kharkiv and Dnipro regions.
🟢 Utility DTEK introduced emergency blackouts in Kyiv on Ukrenergo's orders. Klitschko said only about 45% of residential buildings had heating and the city aims to connect the rest by November 12, but "bringing heat back across Kyiv takes more than a week." Temperatures are near freezing. "It's good that we're left alive," a 33-year-old resident told Reuters next to a crater.

| Past week | 2,346 drones and 80+ missiles in the 7 days to Nov 6 (Al Jazeera) |

🔵 Kyrylo Budanov, head of the Presidential Office, told CBS that Russia wants to provoke public anger and protests to force concessions: "But this will not happen... It will be difficult, but we will get through it." Social cohesion itself is now a target.
Zelensky and Kyiv
🟡 Zelensky had warned in his nightly address that "a new attack is being prepared against our energy infrastructure." Afterwards he highlighted an acute shortage of Patriot interceptors, saying fixing it depends mainly on the United States, and that Kyiv is pushing to speed up deliveries before Abu Dhabi. He also counts on new European contributions to the PURL program.
🟡 At an emergency meeting, he ordered Interior Minister Ivan Vyhivskyi to set up backup transport routes in Kyiv, while Prime Minister Serhii Koretskyi presented repair timelines and Foreign Minister Andrii Sybiha briefed on upcoming G7 ministerial meetings. Zelensky said Moscow treats diplomacy as "a sub-species of aggression."
🟢 After two days of talks in Brussels with the US, UK, France, Germany, the EU, the World Bank and BlackRock, Zelensky said Ukraine wants specific guarantees on how post-war security support would work. He also said: "We are counting on the US Congress to give more attention to Ukraine."
Putin, Moscow and Russia's Home Front
🟢 Putin discussed the Abu Dhabi talks at a Security Council meeting on November 6 and thanked the UAE leadership for its help, Vedomosti reported. Peskov said Dmitriev had not yet returned to report on his talks with Trump, but welcomed Melania Trump's meeting and credited Russian ombudsman Yana Lantratova's role in the Oleshky operation.
🟡 The Financial Times, citing anonymous sources, reported that Putin privately said: "I will destroy all your infrastructure until you agree," naming bridges, ports, railways and power plants, and demanded the rest of eastern Donbas as a precondition for a ceasefire. This is unconfirmed by the Kremlin.
🟢 Inside Russia, Saratov's airport closed temporarily and some homes lost power; in Belgorod region seven civilians were wounded over a day. Citing ISW, Al Jazeera says Russia gained just 117.38 sq km in January-October 2026, versus 5,304 sq km in 2025.
NATO and Russian Pressure Beyond Ukraine
🟢 Bomb hoaxes hit European flights this week: seven flights and a cruise ship on November 3 and at least 30 flights on November 5, per Reuters. French jets escorted an Aer Lingus flight; a LOT flight to Paris was halted in Poland. Emails read: "Today your sky will be red." The sender is unverified, but experts say the pattern fits hybrid-warfare tactics. Polish Prime Minister Donald Tusk expects some escalation of Russian hybrid threats before December 24.
🟢 In the Baltic, Danish intelligence warned in September that Russian sabotage, cyber and drone attacks are intensifying; a Russian frigate fired flares at a Danish helicopter on September 14, Defense News reported. North Korea has reportedly sent over 16,000 troops to Russia since October 2024, and Iran's security chief Mohsen Rezaei met Putin on November 5.
Diplomacy: US Mediation and Trump's Social Media
🟢 After meeting Dmitriev on November 5 (local), Trump said: "I think we're going to be very close to settling Russia-Ukraine... It's going to be a big agreement, and it's going to involve more than Ukraine," hinting at "all of Europe." Melania Trump called the humanitarian truce "a spark in a world of darkness."
🟡 In a Truth Social video posted at 02:03 JST on November 8, Trump said "oil traffic is basically back," adding: "You have the war in Russia and Ukraine where they're blowing up refineries... I'm not defending the war," and that people are "overstating" its economic impact. No new Ukraine-specific post was found as of writing.
🔵 With Democrats now controlling Congress and a contested US-Russia diesel arrangement under scrutiny, how a "big agreement" treats Ukraine's territory and security is the central question for Abu Dhabi.

Other Notable Developments
