November 3, 2026 (JST) Breaking summary
🟢 The humanitarian pause around Oleshky in Kherson region ran from October 27 to Sunday, November 1. It was the longest truce since the full-scale invasion began. Russia reportedly refused to extend it, and within hours of its end Russian forces resumed strikes on Kherson region. A mass-casualty air strike followed in Zaporizhzhia region (Al Jazeera, AFP-based reports, the Ukrainian presidency).
🟢 Ukraine's Air Force said Russia launched 193 drones from 18:00 Kyiv time on November 1 (01:00 JST on November 2) and that 154 were shot down or electronically suppressed. Drones still hit 26 locations across Odesa, Kharkiv and Kirovohrad regions, killing one person and injuring at least 17 (Kyiv Post). Kyiv was hit by unscheduled emergency blackouts that halted some trams and trolleybuses.
🟢 Emergency alert apps in both countries were hijacked. Ukraine's Air Alert app sent fake nuclear and radiation warnings on the night of November 1, and the Russian Emergency Situations Ministry's app followed early on November 2 (Washington Post, NBC, CNN, Kyiv Post). Both governments told users the alerts were false. As of publication we could not confirm who was responsible.
🔵 US-Ukraine-Russia talks are being prepared for Abu Dhabi in the first half of November, yet the end of the truce brought mass casualties almost immediately. The gap between the diplomatic mood and conditions at the front is as wide as it has been for some time. The midterm results could shape both US arms deliveries to Ukraine and the talks with Iran.

Ukrainian strikes on Russia
🟢 From October 30, Ukraine struck three refineries on consecutive nights: Rosneft's Novokuybyshevsk plant in Samara region, Bashneft-Novoil in Ufa, and Lukoil's Kstovo refinery in Nizhny Novgorod region. Together they have about 33 million tonnes a year of capacity, roughly a tenth of Russia's refining capacity. That figure describes the capacity targeted, not confirmed output losses.
🟢 Nizhny Novgorod governor Gleb Nikitin reported 'significant damage' to an industrial facility from a 'massive UAV attack' and said more than 100 drones were destroyed (Euronews). The refinery processes about 17 million tonnes a year, or roughly 340,000 barrels per day. Long queues formed at local petrol stations.
🟡 The Russian Defence Ministry told TASS that it downed 47 fixed-wing drones over nine regions between 08:00 and 20:00 Moscow time on November 1. Zelensky separately confirmed strikes on a Russian rocket-fuel plant and a missile launcher, which he said caused about $70 million in damage (Kyiv Independent).
🟢 According to the Wall Street Journal, Ukraine had not hit a refinery since October 15. Washington had pressed Kyiv to stop because of fuel prices. Ukrainian officials said they never agreed to a US request for a 30-day pause, and some European allies reportedly urged Kyiv to wait until after the midterms.
🔵 By resuming the strikes, Kyiv is signalling that Russian fuel will be at risk for as long as Ukraine's grid is under attack. Peskov said on October 30 that Moscow would not raise refinery strikes at the Abu Dhabi talks. If Russia responds militarily rather than at the table, the winter energy war is likely to escalate.
Russian strikes on Ukraine and civilian life
🟢 On November 2, guided aerial bombs hit a school in Komyshuvakha, Zaporizhzhia region, where humanitarian aid was being distributed. In his evening address, Zelensky said 26 people had been killed and five hospitalized, and that more people might be under the rubble. Earlier in the day the toll had been 18. Because the village is close to the front, classes were no longer held at the school. The dead included a police officer and two emergency rescuers (The New Arab, UNN).
🟡 Zelensky said a single bomb was followed by a 'double-tap' strike of nine more bombs on the shelter where people had gathered to help the wounded. He called it 'a vile terrorist strike' and said that after Oleshky there had been a chance for 'progress toward peace', but that 'Russia is sending an entirely opposite signal.' Russia denies deliberately targeting civilians. As of publication we could not find a specific Russian comment on this strike.
🟢 In Odesa, drones set warehouses ablaze, destroyed a bakery and damaged a gas pipeline and a DTEK grid facility. In Vashyshcheve, Kharkiv region, 12 people were injured, including a child. In Izium one person was killed and the whole city lost power. Bila Tserkva in Kyiv region lost its water supply after a drone hit an infrastructure facility. On November 1, a drone strike near a dormitory for displaced people in Vinnytsia region killed two people, one of them a 13-year-old.
| Area | Damage (Nov 1–2, local reports) | Label |
| Komyshuvakha, Zaporizhzhia | 10 guided bombs on a school used as an aid point. 26 dead, 5 hospitalized, others possibly missing | 🟢 |
| Vashyshcheve / Izium, Kharkiv | 12 injured, including a child / 1 dead and a citywide blackout | 🟢 |
| Odesa region | 5 injured. Warehouse fires, a bakery destroyed, grid damage | 🟢 |
| Vinnytsia region | 2 dead, including a 13-year-old, near a dormitory for displaced people | 🟡 |
| Kyiv city and region | Emergency blackouts, transport disruptions, water outage in Bila Tserkva | 🟢 |
| Kherson region | Strikes resumed after the truce. 167 residents were evacuated during the pause | 🟡 |
🔵 Ukrainian officials expect Russia's winter strike campaign to focus on critical infrastructure in major cities. The Institute for the Study of War (ISW) describes long-range strikes as Moscow's new 'theory of victory'.
Zelensky and Kyiv
🟢 Zelensky warned in his November 2 evening address that, according to intelligence, 'Russia is preparing a new massive strike on our country, primarily targeting energy infrastructure and logistics.' He said Moscow was counting on the world's attention shifting to the US midterms, and that events in Ukraine, including the shortage of Patriot missiles, seemed to be 'outside the world's attention' (LIGA.net).
🟢 In an interview with Fox News, Zelensky set out two options. Under the first, 'if you want us not to attack Russia's refineries, they must not attack our energy system.' Under the second, Washington would supply a one-month Patriot package: 'you can give us for one month, not for three months.' Ukraine would pay for the missiles rather than receive them as aid (Kyiv Post).
🟢 Euronews reported that Kyiv is still waiting for Defense Secretary Pete Hegseth to approve more Patriot interceptors, and that allies fear the decision will slip until after the midterms. Russia fired more than 100 ballistic missiles at the Kyiv area in two weeks, while US Patriot output is estimated at about 60–65 interceptors a month.
Putin, Moscow and inside Russia
🟢 At his briefing on November 2, Peskov called the Oleshky operation 'successful' and said, 'We are grateful to the US side for its assistance, and especially to Melania Trump.' He said there were 'currently no similar plans' and described repositioning troops during a pause as 'a completely normal practice in such situations.' He also claimed that Ukrainian forces had used the pause to regroup (TASS, Al Jazeera).
🟡 Peskov said gas transit to Europe via Ukraine was 'impossible to implement right now' (The Moscow Times). He also said that if Putin and Trump were both at the APEC summit in Shenzhen on November 18–19, 'they will speak one way or another.' He called the midterms 'an internal matter for the United States.' As of publication we could not confirm any direct remarks by Putin himself on November 2.
🟢 In Nizhny Novgorod region, gasoline purchases were capped at 40 liters per vehicle and sales into canisters were banned, with diesel exempt. Queues formed in Nizhny Novgorod, Kstovo and Balakhna. The fake alert pushed through the Emergency Situations Ministry's app told Russians that nuclear warheads had been launched toward every region and urged them to stock three weeks of food.
🟡 Ukraine's General Staff put Russian losses in October at 54,400, its highest monthly figure of the war, and the cumulative total at 1,590,270. These figures come from one party to the conflict and have not been independently verified.
NATO and Russian pressure beyond Ukraine
🟡 Latvia's military said a 'suspicious object' had entered its airspace near the Belarus and Russia borders on November 2, and that the incursion ended in less than an hour (Kyiv Independent). The nature and origin of the object had not been confirmed as of publication. On September 15, an Italian Eurofighter shot down a Russian drone near Kaunas, Lithuania.
🟢 Europe is increasingly alarmed by Russian hybrid attacks. In August, explosive-laden drones were found near Germany's Leipzig-Halle Airport, and Berlin formally blamed Moscow. EU foreign policy chief Kaja Kallas has said the sabotage campaign bears 'all the hallmarks of state-sponsored terrorism.' The EU has pledged to end Russian oil and gas imports by the end of 2027, yet its Q1 2026 imports of Russian gas rose 16% year on year to 6.9 billion cubic meters (IEEFA, via The Moscow Times).
Diplomacy: US mediation and Trump's social media
🟢 Reuters reported that trilateral talks could be held in Abu Dhabi between November 6 and 10, and Peskov has said security guarantees for both sides will be discussed there. No party has officially announced dates, a venue, participants or an agenda.
🟡 On November 1 (13:38 ET; 03:38 JST on November 2), Trump posted on Truth Social about his campaign stops in Iowa and Kansas and called Tuesday's vote 'the Most Important Midterm Election in the History of the U.S.A.' We found no new Trump posts on Ukraine or Russia in the past 24 hours. He has previously called Ukraine's refinery strikes a 'disgrace' (NBC) and said, 'Don't hit diesel fuel. That's hurting the world' (Euronews).
Oil prices and the economy
🟢 Oil fell about 3% in Asian trading on November 2. The losses more than doubled after Iranian President Pezeshkian said Supreme Leader Mojtaba Khamenei had given the government additional authority to negotiate with the US. WTI (December 2026) settled near $96.46 (−7.4%), back below $100. Brent (January 2027) settled near $104.77 (−7.6%) and stayed above $100.
| Benchmark (contract) | Price ($/bbl) | Change | Time (JST) |
| WTI (Dec 2026) | ~96.46 (below $100) | ~−7.4% (prev. 104.12) | Nov 3, ~04:30 (settle) |
| Brent (Jan 2027) | ~104.77 (above $100) | ~−7.6% (prev. 113.43) | Nov 3, ~04:30 (settle) |
| Brent–WTI spread | ~8.31 | — | Same |
🟡 A note on contract months: December Brent expired on October 30 at $117.64, so we use the next contract, January 2027, and compare it with the January contract's previous settlement. We could not confirm February 2027 (the second-month contract) across reliable sources. Prices move fast, so please re-check them at the time of publication.
🟢 Iran says it has compressed its seven-step ceasefire plan so it can be carried out in two days instead of seven. The plan includes reopening the Strait of Hormuz and resuming nuclear talks. In return, Iran demands an end to the US naval blockade, sanctions relief, guarantees against further strikes and a regional ceasefire. Qatar and Pakistan are mediating. Trump said the talks were 'going fine' and that Tehran would either 'make a deal or we'll just end it' (Al Jazeera).
Other topics
🟢 The fake Ukrainian alert included a Russian-language message saying that a nuclear alert was coming and that the Oreshnik missile was 'on its way.' Ukraine's Air Force reported 'hostile interference.' Separately, Erdogan pledged support for peace efforts, and said the Turkey-Ukraine free trade agreement took effect on October 1.
