Breaking summary — November 2, 2026 (Japan time)
🟢 A Lukoil refinery in Kstovo, Nizhny Novgorod region, caught fire after an overnight drone attack on November 1. Nizhny Novgorod Governor Gleb Nikitin acknowledged "significant damage" to an unnamed "industrial enterprise" and claimed more than 100 drones were destroyed over the region (Radio Free Europe/Radio Liberty, Kyiv Independent).
🟢 Ukraine's Air Force said Russia launched 326 attack drones, including 55 jet-powered ones, plus six S8000 Banderol missile-drones between 06:30 and 19:00 Kyiv time on November 1 (13:30 November 1 to 02:00 November 2, Japan time). In Koziatyn, Vinnytsia region, a drone struck the grounds of a vocational school dormitory, killing a 13-year-old girl and a woman and injuring three children (State Emergency Service, Fakty, Glavred).
🟢 At the G20 foreign ministers' meeting in Atlanta (October 30–31), Rubio said: "I don't know if negotiated peace is achievable in Ukraine. That's what we're trying to find out." The meeting ended without a joint communique.
🟡 Kremlin spokesman Dmitry Peskov told Russia's Vesti on November 1 that European Union representatives "should be at the negotiating table" in principle, but added: "Why would they be needed there now with this approach? It's useless." The Kremlin expects the next Russia–Ukraine–U.S. round in the United Arab Emirates in November.
🔵 Three tracks are moving at once ahead of the November 3 U.S. midterm elections: friction between Kyiv and Washington over refinery strikes, Russia's winter campaign against the grid, and an oil market driven by the Iran crisis. The venue and cast of peace talks are taking shape; substance is not.

Ukrainian strikes on Russia
🟢 Kstovo, about 780 km from the Ukrainian border, is one of Russia's largest refineries, processing an estimated 15–17 million tonnes of crude a year and supplying around 30% of Moscow region's gasoline, according to Euromaidan Press. It was previously hit in November 2025 and in April and May 2026. The regional government urged drivers to refuel "as needed, without creating a rush."
🟢 The strike followed hits on Novokuibyshevsk in Samara region (October 29–30) and on Bashneft refineries in Ufa (October 31). Russian outlet Agentstvo estimates the three sites together process about 24 million tonnes a year — roughly 10% of Russia's refining and more than 10% of its diesel. Deputy Prime Minister Alexander Novak confirmed that attacks resumed on October 30 "after a brief pause."
🟡 Ukraine also said it hit the Kamensky Combine in Rostov region, which produces solid rocket propellant, with drones and Neptune missiles; Zelensky claimed a Pantsir-S2 and an S-400 command vehicle were destroyed, a loss of about $70 million. Satellite imagery reportedly shows two Su-34s destroyed at Marinovka airfield (Institute for the Study of War). Russia's Defense Ministry claimed it downed 235 drones over 17 regions overnight into November 1 and intercepted four Flamingo cruise missiles and two Neptunes. In Russia's Bryansk region, the governor said a Ukrainian drone killed two people in Klimovo.
🔵 Kyiv denies it ever agreed to a pause. A senior Ukrainian official said U.S. envoy Jared Kushner suggested 30 days without refinery strikes, but "nobody had given such an order." Kyiv now appears set to keep striking oil assets while avoiding public claims — a way to keep pressure on Moscow without openly defying Washington.
Russian strikes on Ukraine and civilian life
🟢 Zelensky said overnight strikes on November 1 targeted substations, transformers and power lines in the Dnipro, Vinnytsia, Zhytomyr and Khmelnytskyi regions, leaving hundreds of thousands of families without electricity. A day earlier, more than 200,000 households in Dnipro region and 80,000 in Kyiv region lost power. Over the past week, he said, Russia used 1,940 attack drones, more than 1,580 glide bombs and 44 missiles, 36 of them ballistic.
| Location / date | Reported damage | Label |
| Koziatyn, Vinnytsia region (Nov 1) | Drone hit a vocational school dormitory; a 13-year-old girl and a woman killed, three children injured | 🟢 |
| Ostroh district, Rivne region (Nov 1) | At least four injured; house fire | 🟡 |
| Reshetylivka, Poltava region (Nov 1) | House damaged by debris; one child injured | 🟡 |
| Chernivtsi (Nov 1) | Administrative building damaged; one or two lightly injured (reports differ) | 🟢 |
| Kremenets, Ternopil region (Nov 1) | Energy facility hit; 12 settlements fully or partly without power | 🟢 |
| Nationwide (overnight Oct 31) | 105 of 134 drones downed; five killed, at least 46 injured | 🟢 |
| Kramatorsk (Oct 31) | City council building that survived the 2014 occupation destroyed by an airstrike | 🟡 |
🟡 Kramatorsk military administration head Oleksandr Honcharenko wrote: "They can destroy a building, scorch our land and steal our memories. But they cannot destroy our right to a future." The New York Times reported that Ukraine has shared with European partners an intercepted Russian plan for a strike on the energy system involving up to 1,000 missiles, drones and bombs.
🔵 With ballistic-missile interceptors scarce and new Patriot deliveries reportedly years away, this winter could be harder on Ukraine's grid than the last.
Zelensky and Kyiv
🟢 Zelensky met President Recep Tayyip Erdogan in Istanbul on October 31. Erdogan said attacks on civilian ships in the Black Sea cannot be accepted "under any circumstances" and urged both sides to act responsibly; Zelensky blamed Russia for the situation and discussed including Turkiye and Europe in the negotiating format (Agence France-Presse).
🟢 On the Patriot sale, Zelensky warned deliveries "may begin only in a few years" and asked Washington "to find a solution for the time when there is a real danger." Nato's Supreme Allied Commander Europe, Gen. Alexus Grynkewich, said deliveries "have been ongoing." Zelensky also thanked first lady Melania Trump and the United States for mediating the Oleshky evacuation.
🟡 In an October 27 interview, Zelensky said "the limitation of our army and Ukraine's neutrality are not up for discussion," that he would like to keep an 800,000-strong army if funding allows, and that any U.S. security guarantee must be voted on by Congress. On October 31 he said Russian attacks have killed about 120 clergy members and damaged more than 800 religious institutions.
Putin, Moscow and Russia at home
🟢 Speaking after the Russia–Africa summit, Putin responded to European plans to prepare for war by 2030: "We are ready, but we don't want any war with Europe. And if things go too far, there will be no winners at all. Let no one forget this." Finnish President Alexander Stubb called his October 27 call with Putin, held with Norway's prime minister at Ukraine's request, a "turning point."
🟡 Foreign Minister Sergei Lavrov said at the G20 that Russia's position "has remained unchanged" since the full-scale invasion. Kremlin aide Yuri Ushakov said Putin would take a phone call from Zelensky and that Zelensky was welcome in Moscow — a venue Kyiv has repeatedly rejected.
🟢 In Moscow, the U.S. Embassy warned on October 31 of a "credible threat of a mass casualty event" at the Tsaritsyno palace and park, which was briefly closed. On November 1 the Federal Security Service said it had detained a Russian minor and thanked "the American side for providing the information" (Al Jazeera, Interfax).
🟡 Reuters reports Russia will extend its diesel export ban to year-end while raising export quotas fourfold to 2 million tonnes in November to meet a new supply deal with the United States. A Crimean freight association said daily truck traffic from Rostov region has fallen from 2,000–3,000 to 600–800.
Nato and Russian pressure beyond Ukraine
🟢 European officials say Russian jets have entered Polish, Lithuanian and Estonian airspace and that suspected Russian drones have been downed over Poland, Finland and the Baltic states. In October a cargo ship sank after a drone attack just outside Bulgarian waters, leaving 11 sailors missing; Sofia summoned Russia's ambassador (Al Jazeera, Euronews).
🟡 Czech intelligence chief Michal Koudelka warned Russia could attack a Nato member within "months, not years," and Russian Foreign Ministry spokeswoman Maria Zakharova called European defence firms supplying Ukraine legitimate targets. European Union foreign policy chief Kaja Kallas said at the G20 that Russia did not seem ready for peace talks.
Diplomacy: U.S. mediation and Trump's social media
🟢 Rubio said "no one here is claiming that we're on the verge of a negotiated settlement," estimated about 20,000 Russians are killed each month, and described a Black Sea ceasefire as a more limited goal; Washington is reviewing proposals from Turkiye. Several delegations refused a group photo with Lavrov, and Putin has been invited to the G20 leaders' summit in Miami in mid-December.
🟢 The White House said Melania Trump helped broker the Oleshky truce. Evacuees described extreme hunger; one 29-year-old said residents "grew and ate grass." Ukraine's ombudsman called it the longest local ceasefire both sides have observed since 2022.
🟡 Trump's November 1 Truth Social posts focused on midterm endorsements; we found no new post on Ukraine or Russia as of publication. His most recent relevant post (October 18) said Zelensky "could have made a better deal two years ago than he can now."
🟢 On Iran, Rubio said Trump "hasn't made a decision" on resuming strikes. Iranian Foreign Minister Abbas Araghchi said a proposal discussed with Qatari mediators could reopen the Strait of Hormuz within two days if U.S. conditions are met. Assistant Secretary of State Donald Blome told the Manama Dialogue: "We just can't allow Iran to take this region and the global economy hostage." On November 1 Iran designated Britain's Royal Navy and Royal Air Force as terrorist organisations and labelled MI6 a hostile group.
Oil prices and the economy
🟢 Futures markets were closed for the weekend at the time of writing, so the latest values are Friday's settlements. Because Brent's December contract expired on October 30, we use the January 2027 contract: $113.43 a barrel, up $2.63. The expired December contract settled at $117.64. Wti December 2026 (not near expiry) settled at $104.12, up $1.98 (some reports say $2.12). Both benchmarks remain well above $100.

🟡 The rally is driven by the Gulf: Britain's maritime trade operations agency counted 43 security incidents in October, 30 of them direct strikes on tankers. Core Opec+ members met online on November 1 and, per Reuters sources, agreed in principle to hold December targets steady. Prices move fast — please recheck at publication.
Other notable developments
🟡 Ukraine's General Staff puts total Russian casualties since February 2022 at 1,588,180. Canada pledged €500 million toward a Ukraine support loan. The Institute for the Study of War reported Russian advances only near Hraniv, north of Kharkiv, on October 30–31, with Ukrainian gains northeast of Borova.
